My 4 month old rabbit keeps running his mouth up down the wire rungs of his xpen cage.  It is almost like he is cutting teeth.  He is not biting the bars just rubbing his gums it seems.  Do rabbits do this?

Yes, rabbits do this, but it is not good for them and they are trying to tell you something. How often do you let him run around? Is he neutered, if not, get him neutered.

What other chew toys are you giving him. Rabbits teeth are constantly growing, and therefore need to be filed down. Make sure he is eating LOTS of hay, and chewing.

What you are describing is an anxious behavior. He either wants to be let out or he wants your attention.

Yes, he is usually a free roaming rabbit.  But we are at our lake place.  And whenever we are here he has a pooping problem.  He poops in every room and corner.  Even in the middle of the room. He even jumped on the beds and pooped.  I am wallpapering the walls here now and last night I let him out so he could get some exercise and he chewed the new wallpaper off the wall.  So he got caged again. I have been giving him lots of hay and kale, blueberries, green beans.

What about using an xpen? You could corral off a fairly large area for him.

I am using an xpen. And that is what he is rubbing his teeth on. I plan on getting him neutered but he just turned 4 months old. I will have them check his teeth his teeth at that time. He is a little stinker.. But love him to death.
