I wouldn’t use only hay, it’s kind of a waste and will be expensive for you to replace. What most people do is choose an actual litter (bunny-safe, of course), then put hay at one end. It encourages your bun to go in the box to eat hay and go to the bathroom at the same time. You should put hay in the box, but you don’t need to spread it around. Keep it at one end or use a hay rack to keep it next to the box so he can eat it while he’s in the litterbox, but don’t put so much in that he is soiling it a lot.

Some good litter options are Carefresh, Yesterday’s News/Good Mews (pelleted paper litter), or pelleted pine (NOT pine shavings). Check out the litter training section on BB to get more ideas https://binkybunny.com/BUNNYINFO/Lit…fault.aspx

          Hope this helps!

I would get him off the hay as litter completely, though the suggestion of having it piled on one end to get him to eat it while using the litter pan is a good one.
You want to use regular litter, only in the box. You can get a hay holder that clips to the side of the cage directly above and next to the litter pan with the new litter (I second Yesterdays News or Carefresh as good choices) so he has to sit in the litter pan in order to munch the hay. He will get used to it that way, too.
