So the Sacremento SPCA offers $35 for a neuter, $60 for a spay which is fantastic! http://www.sspca.org/page.php?sid=114 You can definitely work on bringing your rabbit indoors. : ) Getting him neutered and litter trained will make it all the more easier so it's great you are planning to do this.
